THE ORGANIZATION:
The Splatsin (pronounced splat-seen) people reside on Indian reserve lands adjacent to the City of Enderby to the south and across the Shuswap River to the east. The Splatsin are the southernmost tribe of the Secwépemc Nation, the largest Interior Salish speaking First Nation in Canada. Our aboriginal territory stretches from the B.C./Alberta border near the Yellowhead Pass to the plateau west of the Fraser River, southeast to the Arrow Lakes and to the upper reaches of the Columbia River.

THE OPPORTUNITY:
Reporting to the Administrator, the Human Resources Manager is responsible for developing and implementing policies, programs, and procedures regarding human resource planning, recruitment, training, and development for Splatsin. The Human Resources Manager will work closely with Program Managers and Directors to ensure the effective management of human resources in alignment with the community’s goals and values.

DUTIES:

  • Create, update, and implement HR policies and procedures that comply with legal standards and reflect the values and needs of the Splatsin community.
  • Oversee the recruitment process, including job postings, candidate selection, interviewing, and onboarding of new employees.
  • Design and implement training programs to enhance employee skills, knowledge, and performance. Coordinate professional development opportunities.
  • Serve as a liaison between employees and management to address workplace issues and concerns. Promote a positive work environment through effective communication and conflict resolution.
  • Ensure strict compliance with all relevant labor laws and regulations.
  • Develop and manage performance appraisal systems. Provide guidance and support to managers and employees in performance-related matters.
  • Maintain strict confidentiality of all employee records and sensitive information.
  • Build and maintain positive relationships within the community and with external partners. Represent the HR department at meetings and community events.
  • Conduct regular reviews of HR policies to ensure they remain current and effective.
  • Oversee employee recognition program to enhance morale and productivity.
  • Assist in the development and administration of employee benefit programs.

EDUCATION, EXPERIENCE, AND TRAINING:

  • Diploma in Human Resources, Business Administration, or a related field.
  • Minimum of five years of experience in Human Resource Management.
  • Minimum of three years of experience working within a First Nations Community is preferred.
  • Possess excellent working knowledge and understanding of Human Resource Management principles and practices.
  • Understanding of Labour Relations codes for the province of British Columbia and CLC experience.
  • Excellent working knowledge of computer programs (e.g., Microsoft Office Suite).
  • Effective mediation, communication, and interpersonal skills.
  • Excellent public relations and team-building skills.
  • Ability to maintain a high level of confidentiality.
  • Strong research, planning, development, and coordination skills for workshops and meetings.

PRE-EMPLOYMENT REQUIRMENTS:

  • Valid BC Driver’s License and clean driving abstract.
  • Criminal Record Check, including Vulnerable Sector Screening.

WORKING ENVIRONMENT:

  • In-Office Role
  • Monday – Friday (25 hours per week).
