THE ORGANIZATION:

Nlaka’pamux Health Service Society’s (NHSS) purpose is to create health and wellness for the Nlaka’pamux Nation. This is done through the management and administration of the holistic well-being of the Nation. NHSS delivers health services both directly and by using mobile, tele, and office health care protocols in a culturally appropriate way and as close to the clients as possible. NHSS is the voice of health for the nation to various stakeholders, including IHA and various levels of government, regarding health issues for the nation. We also continuously look to improve communications within the nation on health and wellness issues.

THE OPPORTUNITY:

The Operations Manager will provide overall operational leadership, staff management, and strategy implementation to the Nlaka’pamux Health Services Society (NHSS). Collaborating closely with the Executive Director, the Operations Manager will be instrumental in operational planning and reporting.

The Operations Manager will lead a growing team of health professionals and oversee day-to-day operations of NHSS, driving the organization towards its goals while fostering an inclusive and positive workplace culture. Under the guidance of the E.D. they will be responsible for developing and implementing both long- and short-term operational plans that align with the organization’s strategy, mission, and values, utilizing and coordinating available resources effectively.

AS THE OPERATIONS MANAGER, YOU WILL:

Operational Leadership and Management:

  • Oversee day-to-day operations and manage the work of Managers to ensure organizational efficiency and effectiveness that aligns with strategic goals and promote company culture.
  • Working closely with the Executive Director the Operations Manager will develop, implement, and monitor operational plans aligned with strategic goals to drive sustainable growth.
  • Ensure resource allocation supports operational needs, maintain fiscal management within the approved budgets, and keep the organization in a positive financial position.
  • Evaluate performance through data analysis, organic reviews and metrics, that generate recommended enhancements to improve productivity, efficiency, effectiveness and company culture.
  • Lead the development of operational policies, processes, and service delivery standards in collaboration with internal partners, ensuring high-quality and culturally safe service delivery.
  • Oversee budgeting, contract management, and provider relationships to ensure efficient operations.
  • Provide strategic advice, collect feedback, manage issues, and drive continuous improvement.
  • Implement risk controls, ensure compliance with regulations, and alert the Executive Director to critical issues with recommended actions.
  • Promote cultural safety and humility, in all interactions and initiatives.
  • Lead a multidisciplinary team to identify service gaps, set priorities, and create workflows based on strategic and Indigenous priorities.

Leadership Support and HR Leadership:

  • Work closely with the Executive Director in the determination of policy and strategy.
  • Provide appropriate and timely advice, background information, and briefing materials to the Executive Director and, when required by the Executive Director, to the Board to ensure informed decision-making.
  • Prepare and submit reports to the Executive Director regarding operational and employee matters.
  • Collaborate with the Executive Director, and staff to ensure the organization’s mission is fulfilled through programming, and operational and strategic planning.
  • Lead and motivate staff for maximum performance, dedication, and collaboration, promoting a healthful workplace that reflects the organization’s principles and encourages employees to reach their potential.
  • Oversee and support Managers and staff in implementing business initiatives, ensuring effective planning, delegation, coordination, staffing, organization, and decision-making.
  • Manage the hiring and retention of qualified staff, recommend an organizational structure that aligns with strategic and operational needs, and define authority and responsibilities.
  • Provide strong leadership to employees, communicating, motivating, guiding, and directing individuals to fully contribute to the company’s vision, purpose, and goals.
  • Establish an environment of excellence and achievement, fostering a culture of accountability and transparency while maintaining a positive work climate and culture.
  • Provide support and leadership to staff and managers regarding Employee Relations matters, promoting a collaborative workplace environment that fosters a sense of community and support among teams.

Strategic and Annual Planning:

  • Oversee the strategic plan implementation and monitors its progress, preparing timely analyses of operational objectives and rationales for variances.
  • Formulate and recommend to the Executive Director an Annual Plan with an annual budget to support the strategic plan objectives. Submit periodic analyses to the Executive Director, recommending modifications if necessary.
  • Provide strategic advice to the Leadership Team on new or emerging issues, trends, and developments in Indigenous primary care models and service delivery, recommending scope and service expansions.
  • Monitor policies around primary care services, identify policy, program, and region-specific barriers, and provide strategic advice and expertise to leadership, recommending actions to address these issues.
  • Work with the Executive Director to allocate funds to ensure optimal departmental performance.
  • Ensure an organizational quality assurance program that supports and enhances performance, including meaningful key performance indicators that are appropriately monitored and acted upon.

Communication and External Relationships:

  • Participate in the development and execution of the strategic communication program established by the Executive Director.
  • Provide support to the Executive Director in funding initiatives and developing other resources necessary to support the organizations mission.

QUALIFICATIONS:

Education:

  • A Business Degree preferred with at least 5 years of senior management experience, or combination of post-secondary education and experience, ideally in a management role for an Indigenous organization. An MBA would be an asset.
  • A background in health management, finance, and Aboriginal Studies is preferred.
  • Training in anti-Indigenous racism response and cultural safety and humility is an asset.

Experience:

  • Minimum 5 – 8 years’ experience leading and managing teams in a healthcare or similar environment.
  • Extensive experience in health management, including budgeting, program, and strategic planning.
  • Minimum 3 years’ experience working directly with Indigenous communities.
  • Expertise in developing and overseeing operational contracts, agreements, and MOUs.
  • Strong background in risk management and service delivery contingency planning.
  • Preference for experience delivering health services to Indigenous clients, with knowledge of Indigenous culture and addressing anti-Indigenous racism.
  • High proficiency in digital technology and online systems.
  • Proven ability to scale performance and outcomes-based organizations.
  • Track record of successfully implementing operational strategies for organizational growth.
  • Effective organizational management skills, with a focus on coaching and developing high-performance teams.
  • Sound knowledge of accounting, financial, and administrative management, including strong fundraising strategies and donor relations.
  • Excellent written and verbal communication skills, with a strong ability to engage stakeholders.

ASSETS “THAT MAKE YOU GREAT”:

  • Familiarity with the Declaration of the Rights of Indigenous Peoples Act (BC), the recommendations from the Truth and Reconciliation Commission, and the impacts of these on health, health care, and health care design for Indigenous people.
  • Knowledge of, and ability to apply, an understanding of Indigenous cultural principles and protocols in work situations.
  • Ability to apply a two-eyed seeing approach to balance Western and Traditional Indigenous worldviews.
  • Understanding and ability to practice with Nation based, community driven philosophy.
  • Current knowledge in addressing historical and intergenerational trauma, including social determinates and inequities impacting an Indigenous population.
  • Experience working with Indigenous clients in rural, remote, and on-reserve communities and understanding their inherent challenges and barriers preferred.

WORKING ENVIRONMENT:

  • Full-time, typically, Monday to Friday 8:30am – 4:30pm.
  • May be required to work some non-standard hours.
  • Travel within the Nlaka’pamux Nation may be required and may include overnight stays.
  • Works independently and collaboratively inclusive of regular supervision.

CONDITIONS OF EMPLOYMENT:

  • Must obtain Criminal Record Check.
  • Must obtain and maintain a valid Class 5 BC Driver’s Licence with a current and clean driver’s abstract. Access to a company vehicle will be provided when required to attend to NHSS business.
  • Must be up to date with all required vaccinations.

 TOTAL REWARDS:

  • Salary Range: $75,000 – $110,000, based on skill set and experience.
