Job Summary:
The Utilities Associate Manager is responsible for the performance and regulatory compliance of the PIB’s water and sanitary sewer systems. This role involves overseeing maintenance programs, leading improvement initiatives, and analyzing operational data to enhance efficiency and cost-effectiveness. The Utilities Associate Manager will manage a team of operators and supervise the operations of contracted utility operators. This Utilities Associate Manager will play a key role in fostering a culture of safety and continuous improvement within the department, ensuring effective communication with the community, and supporting the implementation of strategic plans for utility system enhancements.

Duties/Responsibilities: Job Responsibilities and Work Performed
- Monitor and maintain PIB utility systems, including water and sanitary sewer, to ensure efficient operation.
- Oversee daily maintenance activities, including preventative maintenance schedules and repairs included within the PIB Operations and Maintenance Manual.
- Analyze water consumption data to identify potential cost savings and implement operational efficiency strategies.
- Respond to utility system emergencies and coordinate repairs with relevant personnel.
- Support annual budget creation and monitoring, tracking utility expenses including capital expenditures for system upgrades.
- Lead small to medium-scale utility improvement projects including planning, budgeting, and execution.
- Collaborate with engineering teams on new construction projects to ensure proper utility integration.
- Ensure compliance with First Nations Health Authority regulatory requirements for safe water system operations.
- Create regular reporting on utility usage, maintenance activities, and cost analysis for senior management.
- Lead and supervise a team of water operators, including assigning tasks, performance evaluations, and training and development.
- Oversee the operations of contracted utility operators.
- Foster a culture of health and safety through the development of standard operating procedures.
- Coordinate with PIB Taxation Department on annual rate calculation and arrears collection as required.
- Coordination of existing service agreements with businesses.
- Support the development of Fee Law and Water Law.
- Support the implementation of a comprehensive water metering program.
- Implement the PIB Water Restrictions program.
- Field public utility inquiries including from residents, PIB staff, and the public.
- Work with PIB Communications to provide regular notification and updates about PIB Utilities through the PIB Website and community newsletter.
- Prepare and submit project proposals to Indigenous Services Canada (ISC) for operations and maintenance funding.
- Implement and report on repairs and upgrades to utilities assets as identified by the Asset Condition Reporting System (ACRS).
- Support the development and implementation of department goals, objectives and priorities.
- Support the creation and maintenance of Emergency Response Plans for all key utilities’
infrastructure.
- Other duties and responsibilities as determined by manager.
Qualifications/Requirements: Minimum Educational and Experience Requirements
- Business Administration degree or diploma and/or a Water Technology diploma.
- 3 -5 years of directly related experience.
- An equivalent combination of education and experience may be considered.
Other Certification, Licenses, Designations and/or Training
- Water and wastewater EOCP Certification Leve 1, 2, or 3
- Level 1 First Aid
- Valid Class 5 BC Driver’s License with clean abstract is a requirement (own transportation)
- Ability to pass a Criminal Record Check
Assets:
- Experience with ESRI Geographic Information Systems
- An understanding of the Syilx cultural and political environment
